Dear Ms. Louise Arbour
Lisbon, 17 th March 2008
Everyday, Tibetan prisoners, detained solely for their beliefs, endure harsh conditions, including torture, deprivation of food and sleep, and long periods in isolated cells. These are conditions which are clearly prohibited by the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, a convention ratified by China.
In the past few days, more than 10o Tibetans were killed in Lhasa and scores of others were imprisoned.
Commissioner Arbour, under the Memorandum of Understanding on human rights that was agreed upon during your 2005 visit to China, the Chinese government pledged to uphold the economic, social, and cultural rights of its citizens, a pledge that must be implemented to address the plight of Tibetan political prisoners.
Therefore… We, the undersigned, urge you in the strongest terms to call for the release all these Tibetan political prisoners held by the Chinese government, so that they may be free from undue political and religious persecution.
Yours, sincerely,
